I guess:

Can I change all Temp corrections regarding f e +20C
to like +16C? Meaning Prime, Oil T, Air T etc?
Or are they fixed/set?

Would a My16 work as an ign unit w carbs?
Or would it need a TPS to work?

No the temperature table breaks are fixed. Why would you want to change them?

You could tie the throttle input to ground and run off one row only.

Here in Northern Europe, temps are often +8-12C this spring.
10-16-23-30C would be more practical f us.
